Ferox Cave empty

[Agent of Chaos]

So I'm playing single player and i went in the cave by the searching the fro-zone mission and it is entirely empty. No ferox no bears nothing can anybody tell me 1. Why? and 2. How do I fix it?

Update: I did a dino wipe to see if that would help and now nothing is respawning. It's been about 10 minutes and there is nothing

Update 2: I put -preventhibernation in the launch options and instantly fixed the problem
