Yes, with a bit of work you could get your non-dedi files work on a dedicated.
Since you only want to play in your Lan/Wifi you don't have to forward ports or such. To setup the Server i strongly suggest ASM

Run in Admin mode so it can setup the Firewall of the Servers host to accept inbound connection from the other LAN Pc's
It does if you enter the number manually i think, or edit the config file, i don't setup many non-dedicated server to know witch it was.
But that does not remove the tether from going into caves (map zones basically), and will in those cases still pull the other player to the host.
So its not really a solution but more of an workaround for people who cant host a dedicated at all, or cant afford(want) to pay for a cheap host.

and let it download the server only version of Ark and do all the setup for you. Then set a password and you are now running a private dedicated server
You should be able to run it on the same PC your playing Ark on and you might have to pay with a few router settings but its easy to do
why the password if he won't forward ports?
He just wants to play inhouse.
