Your end has nothing to do with it, the servers cant just handle loading mods at maximum speeds. Remember back in the days you got timed out if it took too long, even having few mods was able to cause it.

It's the servers fault that his client takes more time to load the mods then before?
Might be why Official servers have far more players than unofficial. Seems strange to to see Steam saying 55k players in game and then seeing a list with about 20 servers with 10-40 people on and the rest dead.
I'm not sure what list you looking at, but Battlemetric show's a different picture.

61 mods is insane.
I’m surprised it even runs, and bet there are a tone of incompatibilities...
I have 23 mods, loaded onto a 2700x w/32gb (they are larger mods)
Everyone on ssds, and it’s between 5-7 min to load in.
Anyone not running an ssd is looking at 30+ min easy to log into a server like that.
Anything could have changed, but that is so far past normal that unusual behaviour has to be expected.
What the hell are you running ? Cause that just seems like way too much, if you don’t have dedicated hardware I have no doubt it’s also affecting performance.
