Why can't I make tranquilizer darts?

Need specific benches/forges to craft certain things at as well. Mortar and pestle, ect

do you have a smithy? you don't craft tranquilizer darts in your inventory

Tranq arrows can be made from your inventory, the darts require a smithy to be crafted. This also goes for the rest of the tranq items moving onwards.

yea as the dart's are made in the smithy, the upgraded version of the tranq dart's being the "shocking tranq darts" (I personally call them "shock darts") are more potent...but seeing as how they do spoil and can be expensive to make, I only recommend making shock dart's if your going after something that's got high topor (stuff like: Bronto's, Spino's, Giga's, Murder Turkey's aka Therizinosaurus etc.)
