Mods only work on steam version off the game.
And yes anything not related to the steam version, is best asked on there official forum, because it has most the console players on it.

Though i have to say, the wording in the patch notes can be misleadig if you dint follow the news article.
As a part of the homestead update last year "some" of the S+ structures and features were made a part of the vanilla base game.
Those are not a mod anymore... But vanilla components.
UWP =Win10 & xbox. The only reason a PC player would get the UWP version is crossplay with friends on xbox.
