Are skins account wide?
If I completed something in single player that unlocked a skin for my character does that skin unlock for all my characters on my other servers or just specifically for the character that unlocked it?

Account wide - it's stored in ARK\ShooterGame\Saved\LocalProfiles\PlayerLocalData.arkprofile locally (once everything is unlocked, it's a good idea to back up that file every so often so that if something happens, you can restore it).

The exception being skins from bosses - those are "drops", and not given on respawns. To acquire more of those, you need to redo the boss.

Ah ok, so....for example, the corrupted armor skin that you get from hunting down lore items on different maps would be account wide? That's great thanks

i think the new and amazing homodeus skin is just for the character that defeat the titan boss (extintion), then if you die you can get more

but others skins like the shield or armor from the manticore on SE are just 1 copy and you need to defeat the boss again

and the others skins you can use them in all your characters even if you delete all your backups, if you have the the steam archivements unlocked you can die and you can respawn with more skins

Yup - account wide. Which can either be acquired by running around normally (which it's nice to know the locations of them - they grant the XP buff on a server basis, not global), or using "Explorers Evolved Notes Map" from the workshop.

That workshop map gives every explorer note at once, instantly unlocking all note based skins (handy if you've done it before, and your profile gets corrupt... you can use this to quickly re-acquire them).

FYI, since patch v278 released on 10 February, 2018 :

ARK will now scan your steam achievements and update your local profile accordingly to restore any lost skins/hairstyles.

It means that, even if you lose your localplayerdata file, starting the game in singleplayer mode and dying once will get you back the skins tied to achievements.

Unfortunately, it doesn't always work. I have several people in my guild with all achievements, and when their profile file got corrupt Ark didn't re-unlock them. Myself, I've had it unlock properly once, and just a few months ago it didn't auto unlock (so I used my backup file to restore it).

You can check what's account wide easily, suicide and the skins you have on spawn are account wide.
Creating new character on new map works too (be it center/ragnarok/mod map)

It works 100% of time, I tested it a lot. The trick is you MUST :

- launch the game in singleplayer mode
- die at least once
- being online in Steam
- have your profile set to Public in privacy settings.

If you meet these 4 conditions, it will work.
