The exception being skins from bosses - those are "drops", and not given on respawns. To acquire more of those, you need to redo the boss.
but others skins like the shield or armor from the manticore on SE are just 1 copy and you need to defeat the boss again
and the others skins you can use them in all your characters even if you delete all your backups, if you have the the steam archivements unlocked you can die and you can respawn with more skins
That workshop map gives every explorer note at once, instantly unlocking all note based skins (handy if you've done it before, and your profile gets corrupt... you can use this to quickly re-acquire them).

It means that, even if you lose your localplayerdata file, starting the game in singleplayer mode and dying once will get you back the skins tied to achievements.
Unfortunately, it doesn't always work. I have several people in my guild with all achievements, and when their profile file got corrupt Ark didn't re-unlock them. Myself, I've had it unlock properly once, and just a few months ago it didn't auto unlock (so I used my backup file to restore it).
Creating new character on new map works too (be it center/ragnarok/mod map)
It works 100% of time, I tested it a lot. The trick is you MUST :
- launch the game in singleplayer mode
- die at least once
- being online in Steam
- have your profile set to Public in privacy settings.
If you meet these 4 conditions, it will work.
