That kind of depends, Ark is notorius for having issues with hit's registering due to server de-syncs, although i do agree with that tactic is not always an option (hench why taming traps are so popular).
Dismount bird, owl will focus on hitting it, close dino gates of pen and start tranqing owl.
Owl has low damage, won't kill your bird before it is down.

Or bring with you, 1 gate, 1 door, 9 fence foundations, 9 ceilings, and 36 doorframs (not S+ dbldoorframes). Drop the gate, make a box connected to the gate using the fence foundations, place the doorframes on the foundations, cover the top. Takes maybe 3 minutes to place it all, then just shoot the owl, run into the trap, wait for it to follow, run out the back run around the front, shut the gate, and tame away.
Can use wood cause they wont do wnough damage before you tame it. Stone ie better but well whatever works right ?

Agreed that the regular dino gates are a challenge to get owls into. Took me a few tries to snag one, but eventually got it. Then leveled it, took it and my three Argy's to a red drop...just to see if I could do it. Got to wave three...Gigas, Spinos, Carnos, WYVERNS, Pteras...lost all my birds, but survived the massacre and ran home to lick my wounds. I hindsight it is rather funny. All those murdersauruses in one place...and me with my four little birdies. LOL
