Edit: I mean frig, just owning the other DLCs should be enough to allow you to unlock the engrams, you paid your dues, you own the content.... this is actually frigging silly.
Every map is meant to be a new experiences, a new adventure and yet wildcard set is up so that you are expected to go to every new map having already unlocked the previous tek. Pretty ridiculous. Probably lazyness on their part.
this also counts for engramms from other maps and tek engramms
