Check to make sure you have 2-3x the download size free (steam's download folder has the patch, it's temp folder has the patched files - larger than the download size). Make sure you have no disk errors (chkdsk), and finally, if it's still not updating:
In Steam settings, under Downloads, click the Clear Download Cache button. The downloaded files will be wiped, you will be logged out of Steam, and it will restart.
Then you can start your download over again, and hope that Steam handles it correctly, because as I said, your issue is nothing to do with WIldcard.
And in case of Ark and Disk Write Errors its most of the time not enough disc space to decompress and patch the game. Wildcard demands a lot of space to decompress, so in certain cases its easier to deintall the whole game and reinstall it as whole.
The patch is wrote by wildcard but delivered, and iniated by Valve. Watch your processes when you are applying updates. It is Steam that is applying the updante and not the Game itself.
It will reinstall with Extinction
I cleared 193 GB and left the think to download. It reached 7gb downloaded in 2 hours before I had to turn it off (limited network provider had to kill the download before it ate my monthly allowance). Going to try and finish it tomorrow morning but it looks good. Thanks for the advice guys!
There's a reason this person is banned. Probably not for being completely wrong here, but it should be.
Delta patches on a huge cache like ARK's can, depending on what is being patched, take 2-3X the size of the actual game.
The logistical facts of why are easy enough to explain, but it's been summed up here: https://steamcommunity.com/discussions/forum/1/648814738537178269/#c648814738526766808
