I expected a lag and then a transition to some wintry.. thing, but nothing.

You mean that while in game you opened the console, paste it in there, hit enter and nothing happened ?
If that is what you have done, no, nothing is going to happen. For single player it goes into the Set Launch Options under ARK properties.
For a server, it goes into the ini. file
This Event can be manually activated with the server console parameter: -activeevent=WinterWonderland.

For Single Player: Right click in your Steam client on the game's name in the Library, choose Properties, tab General, button "Set Launch Options...", enter the options. But some options won't work this way, especially these starting with a ? (question mark). Try to put them into the section [ServerSettings] of the GameUserSettings.ini

Or a launch argument for private servers.
