Any skins that are tied to achievements should still spawn in for you though, since achievements are through steam and not just held locally.
the skins tied to achievements are stored in a local file on your computer. When you deleted the game, you probably deleted this file too.
Luckily, since a patch a few months ago, Ark will scan your achievements to restore your skins. But I noticed you have to launch at least one single player session in order to have this scan occur. And you'll get your skins the next time you'll die in your multiplayer session.
That should fix it.
