Report a translation problem
(assuming you play on vanilla single player setting: difficulty = 0.2) just to help you out, you can consider that any dino's attribute bellow 5 is crap, between 5-7 is descent, between 7-10 is good and above 10 is excellent. Note i have never found any wild dino exceeding 15 in one attribute which is an insane value at this difficulty setting btw.
Moreover Larkator will allow you to check the "true" numbers in the speed attribute which seems to be kinda messed up when you look at your dino's speed ingame.
keep in mind some of the attribute points randomly allocated by the game on wild dinos and upon taming bonus will be kinda "wasted" into oxygen and food and these do not appear in larkator so you can only check this "waste" of points "ingame" BEFORE and RIGHT AFTER the taming since both value might highly be different.
larkator is extremely usefull when it comes to breeding, especially if you have already allocated your dinos attribute points when leveled up, as it will only show up the stats of your dinos after the taming bonus (which are the ones you want to look at when you breed dinos).
Changing the game difficulty and thus the wild dinos max level is up to you. The main usefull thing that you will gain from this, is your dinos will have a much bigger stamina pool and a much bigger carrying capacity (weight) which will def help you out in your adventure, especially with flying dinos.

These things are changed according to the Wiki. It appears that the wild stats are unchanged but they receive a bigger boost after taming, if I read these lines of code right.
Are you running into issues where the stats are not lining up?
