It's nothing to do with the servers, the lag is happening in the menu where you select a server.
You were right. I set the ping limit to 250 and the FPS no longer tanks itself when I open the server list. Much appreciated.
In case anyone else has this problem, just go to Steam>Settings>In-game then near the bottom you can limit the ping for the server browser. Default is 5000, so. If for some reason you don't want to do that, I found out that if you wait REALLY long for it to show all the servers then it'll return to normal. But if you go out of the server list and back in, be prepared to but up with that waiting time again.
Edit: I also verified the integrity of the game cache and it said 2 files were missing and were retrieved. I dunno what purpose this served, but I didn't think of it since it was a fresh install.
