The levels of both parents, and their post-tame stats before levelups.
Depending on the stats the baby inherits from its parents, you could get a higher levelled or lower levelled baby.

pre tame lvl, effectivenes of taming and after lvl taming. all of those affect base stat points aka, the lvl of the dino. I believe the max point per stat is 50 pre breeding.

to make it more simple its both parent stats that are determening the lvl of the offspiring.

the higher the BASE level of parents (levels directly after taming without xp) determine the level range of the babies. I do not know the details but this is the basic gist of it.

are you in an unofficial server? or an official one? if official its a bit more complicated and you will need to use online tools. to understand what anybody tells you.

if unofficial, there are mods that pretty much everyone gets that make it much much easier to track stats.
