The only purpose of reaper kings is to use their absurd health pool to tank all the other reapers (and to a lesser extent the nameless) so they don't attack you or the rockwell fighters.
You and your rockdrake run around and shoot the tentacles with your weapon of choice, my favorite for this is a strong pump action shotgun, whatever you prefer should work, but I think that the pump-action is the fastest way which leaves less time for your dinos to die to reapers.
Once you've shot down all tentacles, glide back to the bridge and whistle your tames to attack rockwell and the next phase should start pretty quickly. Rinse and repeat until you ascend.
The saddles on your attackers also aren't terribly important since they won't be getting hit much at all, so just give them whatever saddles you can. If you don't have access to great saddles, it's not really a problem.
I did it with reapers which can't have saddles, but if you're tanking with your high-hp tek stegos, I'd recommend 60-70 armor saddles + veggie cakes and they should be just fine.
