Correct. If you arent willing to employ modded content(as most do) your only other options are ramps, elevators and ladders.
Luckily there are tons of great mods with stair and other options(such as small teleporters). Some even allow dynamically selecting between a stair and ramp look but functioning the same way.

IIRC you can't go outside when you're on the spiral stairs, even though there is no handrail. I can't test it right now, but I'm pretty sure of that.
I made a multi-level spiral staircase to go up a cliff, and i routinely fall off and die on the way down... on the way up it is as you say, but walking down is pretty hazardous.

I change the crafting requirements so it's craftable early game.
You misunderstood me : like I said new stairs (in fact ramps you can convert into stairs) are coming to the vanilla game, along with a lot of new structures. No need for a mod.
You can already access these new stairs and new structures if you activate the beta version of ARK. Or just wait a few days or weeks until the beta ends and the new features are released.
Oh, trust me, I fall outside the edge of the spiral all the time, and this is just in a two-story house. Get trapped between the staircase and the wall all the time. Can't get out by jumping, crouching, or crawling. So, I got into the habit of putting a doorway next to the staircase, instead of a wall. That way, I have an escape hatch. :)
