2: It depends on the Weight Capacity of the Quetz. Anything you install onto the platform adds weight, including any metal and wood in your forge and the weight of the forge itself. Large dinos will quickly put you over the limit. Although you can easily carry a Carno-sized animal in it's claws.
3: A long time ago you could make a "Spooky" by putting turrets onboard. Today that's only allowable in Singleplayer.
There is a setting to allow turrets on rafts/platforms.
There is a setting that makes dinos not yours slide off platforms (consider if you are multiplayer with multiple tribes)
Unless you are using a flyer speed mod, Quetz are so so slow.
Agonizingly slow. You're actually better served using a land mount, if you value speed.
Or just the speed saddle mod or HG's new speed mod.
