Loading screen won't stop "not responding"
Everytime I literally try to load up a game on single player, it starts up and then promptly "black screens" and goes into not responding before the game even starts up. What am I supposed to do about it? Do I just wait it our and hope it gets it's♥♥♥♥♥♥together?

$60 game and it's still doing the same♥♥♥♥♥♥it did back in Beta. Lmfao

I used to run Ark with no issue's before, this is a new thing. I probably haven't started the game up for at least a year now.

A system is not only your graphics card.

Have you tried uninstalling and reinstalling your game first of all? Non-responsive errors are extremely common in Windows systems, and quite literally mean that the game is not responding when Windows checks if it is operating ok.

The fact that it eventually recovers could mean that your CPU or RAM are possibly behind the issue. Could you please post a full dxdiagnostic report?
If you have a hard drive and have lots of mods (or even just a few... or none) it can take an awful long time to load in, and windows likes to say it's not responding sometimes as it loads, even if it's still working.
I'd try just leaving it alone for 30 minutes and if it still hasn't loaded in, then you know there's a problem.
Also, it looks like your graphics driver is about a year old, you should update that.
