Ark is one of the most demanding games out on the market at the moment on rigs. Attempting to play the game on a rig that is below, at, or only a sliver above the min requirements is almost certainly guaranteeing you'll be back here on the forums complaining that either you cant play it or crashes alot etc as we see almost daily on here from people who made similar mistakes(and or also attempting to play the game on settings meant for top end rigs).
If you want to play the game meaningfully with decent graphics and performance you need to get an exceedingly better rig.
Try it and you can probably play it on low settings.
Currently I'm playing ark on default settings with an Intel Q6600 quad core (2.40ghz) CPU with 8GB RAM.
Using a Nvidia Geforce GTX 660.
So far it is pretty smooth for me, the only thing I don't like is the long loading, normally takes like 5-10 mins to load up 10 mods to get into the server. Though I am using a high speed internet 400 Mbps download and 12 Mbps upload. So maybe that is helping me not to lag out as much.
Im just saying caveat emptor per the constant flow of people who ignore it attempting to fit a square peg in a round hole and then wondering why their fps, graphic fidelity, crashing etc all are issues. Time and time again this is seen so simply attempting to warn you is all that was done.

Your playing below the min reqs is your choice but again and again when people come here throwing out UE4 error code dumps or bad fps or dissatisfied with bad graphics etc not uncommonly its because of square pegging as you're doing. Its a forum rant looking for a place to happen.
As for mod loading, that has nothing to do with the stats you list and everything to do with the fact that you're playing ark on an HDD and not an SSD. Same on an SSD would take a min or so to load the mods.
Some people I play with still have i7-xxx to i7-4xxx and play ARK just fine on our server with 12-15 mods per clustered map (4 map cluster).
I mean, I currently play on a 4 year-old Alienware m17 laptop, with the following:
CPU: i7-4700MQ @ 2.4Ghz (OC'd to 3.3 currently)
RAM: 16 GB DDR3
GPU: GTX 765m 2GB
Sure, it plays mostly on low, except for textures at Medium, PP and View Distance at Medium as well, and High Quality VFX / Materials ticked on, most of the rest is ticked off. I get, 18-30 FPS in my CKF-built base with 200+ tames on Ragnarok, 30-40FPS in the wild. AB is where ♥♥♥♥ hits the fan - unless I do r.shadowquality 0 in the console, I get a laggy 10-15 FPS, but with that command I jump to a "semi-fluid" 18-25 FPS.
I know others might come in and tell me I know ♥♥♥♥♥♥♥♥, or that I'm advertising false hope, but whatever.
I understand your wants but Im warning you simply that its not necessarily going to match the reality of the situation and again encourage you to sift through the pages upon pages of people complaining about not being able to play and turning out that they were attempting to use potato comps to do so. CPU is alright but the lack of a viable gpu and decent ram is what is going to be your main issues.
As long as you're an informed consumer, its your choice as to whether you make a sound decision or not. In the end, you're the only one to be held accountable afterall.
