Steam= Closed Platform
PS4= Closed Platform
Xbox= Shares the Universal Windows Platform(UWP) with the Microsoft Store's Win10UWP version.
Steam-Windows., Steam-Linux and Steam-Mac
The above 3 "can" play together on Steam only.
PS4 - only with other PS versions
Xbox - only with other Xbox versions. Note that the Microsoft "Windows 10" version (not Steam) is the Xbox version and so can play with Xbox.
I've started a petition on Change.org to address this issue. I'm tired of wanting to play a game with family and friends and being limited by something as simple as the version. I'm not paying to buy the same game twice. Please sign this petition if you would like to see this changed.

This fragmentation actually hurts the community more than it helps. For example, my nephew plays on an iPad. I play on Steam. We can't play on the same server. Not being able to play together increases the odds of getting bored and moving to something else.
Wildcard, great job in making this multi platform, but please stand up to the corporate stove pipe bullies; you will be rewarded with a larger customer and more loyal base in the end.

Ark UWP (Win10/xbox) and PS4 run the console version.
Then theres switch version.
Then the proper full PC version on steam.
All three are different versions of the game so cross play isnt possible.
Unless you are told/learn otherwise, the assumption should be that its not possible.
Given that the Steam page does not say it's possible... It's not false advertising.
if your kid is on the xbox then you also need to get a UWP copy. Refund steam and get that version.
Steam has nothing to do with it.
