No but depending on your health (for example lets use 100) you could do "cheat Hurtme 99" to lower your health by 99 points.

I don't think there's a command for what you want, but if you spawn in an overpowered assault rifle or shotgun, it'll reduce something's health rather quickly.

no, im now trying with tek gear to take down a reaper queen, dosent work, is it maybe beacouse im in creative mode ?

If you want to hurt a reaper queen, you'll need a charge light.
You technically can hurt it without a light, but it's absurdly low numbers against a health pool of over 50,000 and it heals quickly when not in a charge light.

just tame any light creature turn it on and use a shotgun or something to get it down to 1k health
