When do dinos wake up after being knocked out.

I heard some people say that Dinos can wake up after their torpor bar drops bellow half. Is this true? Or do they wake up after their torpor is completely gone?

Gone. That's the whole points of the torpor bar. It measures the torpor the animal has that is keeping it asleep. When it drops to zero, the animal wakes up, not before.
