what you can do is set 0 engram points and lvl 1 required to unlock all of them and remove any pre requisites.
its not hard but it would evolve a lot of work to manually do it for each engram.

Do you set the value to true or are there numbers involved?
From my .ini file, so it's just a true/false value.
However in singleplayer, this ini setting here unlocks ALL engrams, even if you don't meet the requirements or levels. (including all dlc engrams). i got around this by using a mod instead which auto unlocks all engrams (except for tek) as i level up to each level. however it makes engram points irrelevent. so eh its a hit or miss depending on the beholder.
It does auto unlock them for you, but it's per level; ie everything at level 20 is unlocked once you are level 20 but everything from level 21 and up is still locked till you reach the respective levels. where as with this ini setting, i create a new character and i know how to make everything before i even move an inch :p
