ARK not downloading subscribed mods

I've been trying advice from different threads for over an hour now and nothing has worked. I subscribed to the mods, and in my library ARK is immediately listed with a "- Ready to play" at the end, which usually happens after a download finishes. The download screen is empty, no "workshop content" download like some other games.
On the main menu of ARK, it says "Installing # mods..." in the bottom right corner, but I left it to "install" for a while and it didn't do anything. I made sure my downloads would work at any hour and while ARK was opened. I cleared my mods folder aside from the Ragnarok and The Center maps. I've tried restarting the game, restarting steam, restarting my computer. I'm just trying to play a single player game.
Please help.

My experience is I had the same issue, my solution favorite the mods you are currently subscribing to then unsubscribe them restart steam then add them back in one at a time and then starting ark each time to download them as it may be possible one of them may be out date is causing the problem in the first place.

Thank you! This worked for me; even though none of them seemed to have a conflict, they finally installed when doing one at a time.

I have been having nearly the exact same issue, but when I subscribe to mods, nothing happens. No folder is created, no indication that anything is happening. When I go in the game, it says it is installing the mod in the bottom right corner but no matter how long I wait, nothing happens. I've tried the above method, but nothing happened. I am only trying to install Structures Plus.
