I have no idea why no one considered this yet but: Have you asked him? When I was a kid and my parents decided to buy me a game they had a strange talent to be always going for the wrong version. Even if you want to surprise him I recommend writing him some sort of card which says "choose your version and I'll buy it" especially if his friends are already playing he will probably want to use their platform (even if crossplay exists).
My main concern is if there is some kind of monthly fee to play online on xbox. Did I dream I read that somewhere? I swear I read that you need some kind of subscription... Games for Gold, or something.. that you have to pay $10 a month or $60 a year... to play ANY games online with the xbox. But I'm gathering from the responses here that that isn't true?
I think I'd rather grab him the xbox version, just because the xbox has a better GPU than his PC. But if there's a paid subscription requirement for xbox to play online, well, screw that. Then I'd definitely go PC. Then I just have to decide between Steam and Win10 store.
I know for certain that it's like that for PS4 and Xbox has Xbox live Gold. I have no idea if you need that for Ark but chances are high.
Even besides that I'd recommend a PC version since (for me) modding is a big thing in Ark.
What GPU is he using? I'm running Ark on an old GTX 770 and with medium to high settings I still get a good performance with good looks. This game has been pretty well optimized.
Edit: By PC I meant Steam. Since win 10 has crossplay with Xbox I don't think it has mod support.
You can play the PC version online without that cost and like others have said the Steam version has lots of mods are big in the game and add some quality of life improvements but it does need quite a powerful pc to run the game decently it is one of if not thee most demanding.
As before though you would be better asking them which version they want. You may find they have friends on a specific platform that would get it once they do.
To which version you should get, defenatly if possible get the Steam version.
It has the biggest player base and its so convinient to use mods with the workshop.
BUT, since you can return a game on steam that you have played less then 2 Hours,
i would rly advise to test if its enjoyable on your PC.

I would not go for the xbox version simply because of the monthly/yearly fee and the crappy
720p graphics. My gf has it on PS4 and it looks like 2 diferent games compared to PC on high/epic.

Xbox and windows 10(not steam): cross play and cross platform
PC(steam) and Xbox/Win 10: Not cross play nor cross platform.
If you can prove that this isn't the case, prove it. As the nitrado thing only referred to pc in terms of the xbox/win10 platform. You believe it was with steam but it's not.
