Its been on said legacy then since August 29, 2017.
Since there are some challenges to understanding all this, I'll try to clarify.
"When does a server become a legacy?"
Answer: When Wildcard announces that a server is to be classified as a Legacy server.
To date, this has only occurred -------once-------- because it was a compromise by the Wildcard team to keep the pre-official August 29th servers because there was an outcry when there was a decision made an entire year before that that they would actually wipe all the pre-official-release servers when the first deadline for an official release was looming.
A year later when the date was to be at the end of the summer the considerations for officials then were revisited and the legacy server decision was announced.
Wildcard stated the Official-Release servers(ie servers we know now as "official" arent to be wiped going forward. However they never have stated there isnt a potential for them to be converted to legacy servers in the future either.
However, the chance that occurs is unlikely. The reasons for the legacy conversion before were for primarily marketing and pr purposes. Game has already launched and Wildcard actually at the moment is more focused on switching around servers (ie purging inactive legacies to replace with new officials for various purposes) than playing a wipe/new legacy thing.
Remember 860 or so official(legacy and post 8/29 officials combined) out there compared to the 30,000+ unofficial servers that the majority of the player base utilize. That should help inform you as well that your concerns are rather marginal.
