If it was up to me DLC would provide new Engrams, and New Dinos, New Maps, but not really new Resources. Engrams upon purchased would be available on all maps even if Dinos are not.
They could then add New Dinos to all the maps, but would still require the Engrams for the Saddles to Tame.
The Center has a few amazing locations that Wyverns could live, including the cliff sides to the far west of the largest Island. Frozen Palace for Ice Wyvern and Volcano for Fire, etc.
Sadly modders have to do this for the game, and sadly worse yet get around the DLC as they have to make special versions of DLC Engrams to get around the map specific locks. As Wildcard hasn't unlocked the Engrams even for DLC owners on maps like The Center or The Island because well the resouces needed for those engrams do not really exist on those maps. Which again is the major flaw.
You're best bet is to find a mod that enables Wyverns on The Center. Not sure if there is one, I know there is one that allows other Scorched Earth Dinos to spawn in specific biomes. But Wyvrens may not on The Center as the mod was mostly made for The Island.
