There is no "Better". You have to compare stats. You could have a very high end mastercraft item be better than a low end ascended item. It's completely a random number generator and you could have quite literally 5000 of the same ascended item and they will all have different stats.
There is a significant overlap on stats, so you might find a lower tier with better stats sometimes, but in theory the highest stats can be expected on ascendant. That being said, the crafting costs go way up with each tier, so as others pointed out, the numbers are what is important. The fact that it is mastercraft or ascendant doest not really affect anything itself, I mean it makes a difference in what stats and costs you get. If one item has better stats (or cost) then the other, then it is simply better.
chance for better bonus from crafting skills seems to be lower though ( personal experience )
You could also get an ascendant sword with 200% damage over a mastercraft sword with 190% damage, then you need to determine if you're willing to pay the higher repair for a relatively minor increase.
agreed there is a huge overlap between the gears stats in each teir.
The actual numbers and not the status quality. There are someones M's better than A's in this regard.
