in ini. Edit as you like. Not recommed to set them to zero, unless you like your base full of rocks. If you're playing singleplayer, it's in the advanced options before launching.
You nerfed the hell out of the respawn rate. Rates in ARK means "how fast does something happen". So if you want to increase the rate, and make things happen faster based on a rate multiplier, you need to raise the rate multiplier.
1 =100% = Normal rate
0.01 = 1% = Super slow rate
2+ = 200%+ = Higher rate, respawn happens twice or more as fast
Try setting the respawn rate to 10 to speed it up.
Edit: Kitsune is right, that SP/non-dedi bug may have happened if that's what you're running instead of a dedicated server. If you've exited the game before the resources respawned, they will never come back.
having 0.01 respawn rate makes it faster. You are mistaken. It even says it in the tool tip. I've tested on trees.
Does re fertalizer bring metal nodes back?

If your system is beefy enough you can run a dedicated server just for you. ASM is an awesome program. You should be able to move your SP gave files over to it.
