Gates do not require foundations(reg or fence foundations) and it doesnt matter if behemoth or just reg gates either. (This is why it is very popular to use gates as wall parameter fences).
If you're trying to place such on the bare ground and getting a red outline, read the message for what its saying as to -why- you cant.
If it says its due to being too close to an enemy foundation or such it means you're encroaching on someone else's claimed territory and you cannot build there.
Also it can be red if you are out of placement range(and there will be a message to that effect).
If it says its obstructed, its because either another structure, stone, tree, cliff, etc are in the way.
If its not red, but green but clicking and getting the placement animation yields nothing, you're attempting to build in a server restricted location(beacon drop, ruins, survivor note node, important resource protected area, etc etc).
you could also try adding the following to your game ini.....
bDisableStructurePlacementCollision=True
Technically he doesnt need 7 total to place though if snapping to fence foundations.
