Some maps, going into a cave, or water means you are changing zones and will get ported to the host no matter what you have set the tether range to.
But then again, most machines that can setup as a Non-Dedicated Server have enough resources to setup a dedicated Server and the Ark client instead and therefore not have this issue. Its just a bit more effort to set that up
If you go down the Dedicated Server path, I recommend getting Ark Server Manager, it does most of the work for you
