What Does Wind Storm Do?

Playing in Ragnarok for some months now, and noticed some weird sound, and the sky turned dark. That's a first, and then I noticed on the lower right corner that I got the effect "Wind Storm".

I figured seeking shelter would end that, and now I don't feel like being outside.

Increase movement Speed, decrease temps, so easy to get overfreeze

Thought I would get another episode of the Thundra snow storm.
