If it was just built recently, there's a good chance you can still find the exact same 2x4GB dual channel kit they used. Use CPUz to find the exact RAM model # and get another matched kit. 16GB should keep you current for another year or two.
On the GPU, if it were me, I would honestly take that 580 out and sell it right now while they're in demand for bitcoin mining and get a 1070 Ti//1080/1080 Ti, depending on how much more you're willing to spend on it.
The 580 is roughly equivlent to a GTX 1060, so don't sell it and get a 1060 6GB or it's not much of an upgrade (merely another 2GB of VRAM, really).
EDIT:
While decent, I would consider watching prices on the i5-7600k and i7-7700K over the next year. Use what you've got for now and see how it handles but maybe on cyber monday later this year consider getting one of them for 40-50% off or so. The 7700K especially with a good cooler would be a very big upgrade for gaming.
Lets start by telling on what settings are you using and if you're using launch options. Those fps sound more like missing drivers and such. Are you using a free copy of windows?

The best thing you can do to optimize the performance is playing on a dedicated server (official or unofficial).
In singleplayer, your Pc has to run the Client and the Server...that eats much performance.
If your playing on a server, then your Pc has to run only the Client-Part = Performance much better.
Those launch options are great help to fps, I'v heard you don't need both -sm4 and d3d10 because they do the same thing so I only use -sm4. I'v also heard -useallavailablecores is no longer needed because ark now automatically does it. The -nomansky is a good launch option but it can cause issues on Ragnarok so heads up on that one.
All you need to do now is tweak your in game settings to your liking. When the game first starts up it can take 5-10min before it all loads in proper so keep that in mind and just walk around for the first 5 or 10 min letting it warm up.
I second that. The PC should be around the same perfomance (if not higher) as my desktop PC with GTX 1060 / i3 2-core and there i have 40-50 fps on max details.

Resolution is set at 1366x768
I checked for driver updates but everything seems to be up to date. Ran Ark again just to double check FPS. Its still 18 - 25 FPS when playing SP.
What are your setting? maybe Im missing something?
With that resolution / fps it sounds like the game may run on an integrated GPU instead the RX580
