@OP - Nope they have done nothing about this bug (and so many others), its been determined it occurs when you log out before the resource has respawned
Fixs include
- start game as non-dedicated (this seems to reset of the the counter and the resource will
spawn again *you can go back to SP after is has respawned)
-set spawn distance area and spawn delay to 0 and fly around the map over areas that have failed to spawn.

the reason i asked is cause i had this exact same problem and only just fixed it today, i was using redwood feeding troughs all over the map. On the 12th the creator of that mod increased the range to 400%! This is an ENORMOUS range! Anything in its range will not respawn. The s+ trough has a similar issue although its range is not as large. If you look at the description of the s+ trough it even tells you that resources and dinos will not spawn in it's feeding range. This morning i took out all the redwood troughs at my base and POOF! all my trees and stuff popped right back!
I saw that post of yours. While I have S+ installed, I currently do not have any troughs down in-game. I'm not using the Redwood troughs at all.

You sure you started in non dedicated (you will be asked to set a password) mode
AND then set the spawn time/area to 0 (while still in this mode)?
It didnt work for me immediately but I kind of flew in out of render (and sometimes further away), until I noticed the missing resources were back.
Only then did I log out and go back to SP again.

Now going back to SP, what values for those sliders should I keep? They've reset to 1.0. Would it be safe to set structure distance to 0.5, player distance to 0.5 and respawn timer to .1?
Aye this game has no issues ... of course until YOU encounter them then like every other numtpy out there they'll be far more severe than anyone elses.

hi i have the same problem but im playing with a friend on non-dedicated server and this method wont work for me
