Bug Spawning Glowbugs - still broken, why?

On dedicated server game.ini this has never worked, ever:

ConfigAddNPCSpawnEntriesContainer=(NPCSpawnEntriesContainerClassString="DinoSpawnEntriesBeach_C",NPCSpawnEntries=((AnEntryName="GlowbugCustom",EntryWeight=0.70,NPCsToSpawnStrings=("Lightbug_Character_BaseBP_C"))),NPCSpawnLimits=((NPCClassString="Lightbug_Character_BaseBP_C",MaxPercentageOfDesiredNumToAllow=0.03)))

Its time to get some answer, for servers that want local map battery charge.
If admincheat is used sometimes the whole server is known to crash as well.
Why is it still so hard to get stupid glowbugs after over a year??
Is this an intentional restriction regarding glowbug spawn?

I recall reading that there is restrictions on certain NPC's only being allowed on some entries, but can't say for sure.

You wont get official dev answers here. Wildcard intentionally limits their interactions and responses on here. Twitter, reddit, the official forums and then here are the descending order of coverage/exposure/response typically.
