If absolutely -No- servers are showing up then:
1. Make sure you are using the correct tabs from the bottom left(if you are for example stuck on friends tab and you have no friends that play the game you'll see no servers).
2. If you have password protected ticked then chances are you wont see any/many servers either.
If those things arent happening then the next step would be for you to go here:
https://www.battlemetrics.com/servers/ark
Find a server(use filters if you need) that you want to play. Be in Ark on the server listing page(even if blank) and click a server's "connect" button on battlemetrics and see if it loads you. If you've not played on any servers, I suggest that you test this via choosing a true official server to see if it works(as unofficials that use mods will have have you download the mod(s) which will take a long time depending and requiring you to reconnect many times while it triggers the downloading(you'll time out waiting for it to finish the download) and then finally the load time into the server once all downloaded.
Thus better to use official servers as a control in this test/experiement.
If you cannot connect to one of those servers in this method then from the server's page in battlemetrics, make sure the server is showing as active and then copy the IP address and Port.
Then go into Steams's menu (at the top of the steam browser) and select View then click Servers. Then click the tab for "Favorites" then at the bottom click "Add server" and put in the server ip and port. Be careful though to not have a space before or after the IP when putting in as it can cause it to not work. Then click "connect" once you got it showing up in your favorites menu in steam(it should also show up in game in favorites too if showing up in the steam favs btw.
If all that isnt working and you cannot connect to servers, then you've potentially got something(router, virus protector, internet provider) blocking your access to servers and you'll then need to check on each of those to see.
If you have a bad connection and are switching back and forth, they'll most likely not show up.
Redownloading the game wont change the fact that the game's internal system for server selections isnt comprehensive in the best of times. Reinstalling ark you'll eventually encounter this issue, especially if you have a bad ping.
I've explained what you should do and test so I suggest you do that. Use battlemetrics site like the majority of people do if you want to find servers.
