I'm not sure if this is the answer you are looking for, but if you use a mindwipe, you will still have the same XP as before you used it. So if you were level 60, you will be able to level up to 60 again right away.

The question I'm asking is, let's say we actually used it at Level 60. Can we win exp again? So can we go up to 100 levels?

Unlimited uses up until level 100. Once you hit level 100 you can use once more.

incorrect. nowadays it has a 24 hour cooldown

I was not aware there was a cooldown. But i was mainly referencing a limited number of uses overall.
