The Island only has the original engrams. You need a mod or auto unlocking ini code to get the SE engrams. But remember you will not have the SE resources either.
Just adding to this bit regarding the SE resources, if you use the S+ mod and have the S+ Industrial Grinder, you can make the required SE resources via that.
I.e, 20x Sap can make you 1x Cactus Sap, etc, when you put the required items in the S+ Industrial Grinder.
cheat giveitem "Blueprint'/Game/ScorchedEarth/WeaponChainsaw/PrimalItem_ChainSaw.PrimalItem_ChainSaw'" 1 0
cheat giveitem "Blueprint'/Game/ScorchedEarth/WeaponChainsaw/PrimalItem_ChainSaw.PrimalItem_ChainSaw'" 1 1 1
last digit should be a 1 [not 0] since you want a bp
This command has the following arguments:
<Blueprint / GFI> The blueprint of the item you wish to add. You can include just part of the blueprint (provided it is unique)
<Amount> The amount of the item(s) you wish to give
<Quality> The quality you wish the item(s) to have
<Force Blueprint> '0' to add the item to your inventory, '1' to add the blueprint of the item
