Unblock Tekgram Sleeping Pod

Hi. Im admin in a unofficial server and I have a problem. I need to unblock some tekgrams for a user on the server and when I execute the command all the tekgrams open except the Sleeping Pod. This user has killed all bosses but not the Rockwell. Is there a way to open this tekgram in this situation? The user isnt an admin and he cant be. Thx in advance.

But i dont wanna open the tekgram for everybody, only for a 1 user.
