for where extinction you can find them in forest and for island just look in rivers

That spawn map Jacko mentions is good.

I'll add my hotspots and advice. Advice pick up otters on a DLC map because TheIsland otters are always low level. Otters are rare spawn so check daily and at off hours when other players not on.

For TheIsland the newbie zone lake near the beaver dams next to a swamp is good. Also back of TheIsland is a volcano but if you go down to the river in sight of the volcano you'll find big lake before the swamp and next to redwoods. It has beaver dams. This gets otters.

Hottest spot for otters is on Ragnorok. Rag has something weird going on with it's fish. The fish themselves spawn rarely and only in certain spots. There is a lake near the beginner zone with mountains around it. In these mountains there are some ponds with fish. Otters almost always in there with the big fishies. One of those ponds is a series of water falls and a cave next to it. Otters spawn there but they sneak into that cave.
