I recommend the PC version but there are some things to note:
1. There are still bugs, and lots of people are wondering WHY Wildcard hasn't addressed them. I'm more annoyed with building mechanics.....like WHY do pillars STILL stick through ceilings, and why don't ceilings snap flush with foundations?!! I haven't ever experienced game breaking bugs, but I've seen people argue that they have them. I'm a solo player though, so maybe that could be a reason.
2. You need a beefier PC to really enjoy it. This is a personal preference, but for me I need higher frames (60+). My old PC which had an i5 6600k, 16 GB of ram, and a GTX 980 barely was able to reach 60 fps on Medium settings, on the beach with no structures and limited dinos being rendered. My new PC I built just a couple months ago with a 2080 does a bang up job at giving me 100+ FPS, even in my fairly large base with 40 or so dinos (I'm getting into breeding for the first time).
3. Decide now if you want to play Singleplayer, Official, or Non-Official. Official PvP is cancer. I have about 300 hours or more on Official PvE and the server had a great community. Maybe I lucked out, but PvE is the way to go if you want to increase your chances of just having fun. Most of my time is spent on singleplayer, so i can't speak to multiplayer more than that.
I would give it a shot if you have the hardware and a few extra bucks. Worst thing that could happen is you lose out on 17 bucks and you go back to mobile! :D
QOL mods enhance your Ark fun without making it simple.
My current farm for example is 100% self fertilizing.... with stacks up to 5000... its a pvp server, so we are not interested in doing the menial things that we are happy to do in pve.
Core mods like Primal Fear completely refresh the game when you're tired of vanilla.
Survival Plus is an RP mod that completely overhauls Arks mechanics and economy.
So many mod options that you can have tiny tweaks... or modded madness.
You will never build this on mobile

(and conversely, allow you to make things harder to step up the difficulty if desired, as well)
Even if you just look it just as a tons of extra maps to play on, PC version having access to the mods is a really big perk.(since unofficial maps are all just mods to install) What boggles me on that is that there are a lot of really good quality maps with pretty responsive authors that regularly log into discord to talk with the players that are using the mod and reporting bugs or suggestions, etc.
Console isnt really a good plan either, its nice using a controler natively but being required to have PS+/Xbox Gold - and whatever nintendo calls their subscription fee - to grind just as hard, get pillared just as bad, or pvp wiped as regularly as PC is complete horse droppings. (Cant speak for Xbox or Switch but you cant even play on other players servers if you dont have PS+.)
