Head straight out to deep water there.

Tend to be mosa and plesi there near the artifact cave

Lazarus chowder or tame a diplocaulus. Without scuba your options are slim, plesio only lives very deep.

Bring a chair. You can regain stamina by sitting on it.
Also your scuba tanks will last longer if you remove them each time you refill your oxygen.

It will depend on what map you are on, and you shoud really consider using an oxygen tank, And maybe even taming a smaller water mount like a daulphin or a shark to help you with all of that, plésiosaur is quite strong and you can't lure it in shallow water .
On the island it spawn arround the underwater caves entrances.
And also it almost always spawn in duo

The best strategy would be, you lure it inside the entrance of a water cave, it will still try to follow you, and you can trap it in there,
This way you can probably tame it with a crossbow or a tranq rifle.

The Island has multiple underwater caves full of pearls and oil, spread all around the coast. Approaching any one of those small caves will spawn a pair of plesiosaurs.
