Yes you should be out of render for them to respawn.
New eggs will spawn but you have to be out of render.
All nests do not need to empty. (Note: Eat the eggs you do not want. Do not drop them on the ground or this can cause future eggs to not spawn)
Not entirely sure but it's easier to just clear the wyverns out and hope for high level ones to spawn and lay new eggs. Could also console command destroywilddinos.
The only limiting factor to the number of eggs is the number of spawn points and how recently they were picked up by players/laid by wyverns.
I've discovered as well that suiciding will reset any persistent wyvern aggro, which can help with spawn cycling if they're reluctant to lay. The persistent aggro is useful if you're clearing an area of wyverns, just a bit strange to have a wyvern that didn't see you take the egg aggro from just inside render range ten minutes later :S
