Plant Species X underwater without crop plots?

So i'm playing on a server and I found X plants under water and they don't have crop plots.

Can anyone explain how this is possible?

It's a dedicated server but the admin has nothing to do with it.

There is a slight chance the admin might be lying.
It is a spawnable object though.
Ofc could also be a mod but admin should known that.

Try growing one and holding e. Some servers allow you to pick them up and place them anywhere

Is it near the ocean bottom, where the crop plot could be hidden in the mess?

Yeah this was apparently the case on the server which is weird.
