I don't know about noclip, since my server has strong rules against undermeshing and building anywhere that it can't be attacked.
In general, avoid waterfalls, there was a time when that was the place to be but now everyone knows that.
If you're solo: find somewhere deep in a jungle that's not visible from the air (view it from all angles). Build a 2x3x3 and make it look like it's already raided a few broken walls, some empty big boxes, an empty smithy or fabber, couple forges, etc. Then hide the real base (assuming 2x1x2) within, in a place where you can't easily see the angle. Basically, anyone passing by casually should be able to walk in, look around, see that it's been raided already, then walk away.
Underwater caves are also a good spot (mostly on The Island, but there are a few on every map). Somewhere you have to swim to in an otherwise-♥♥♥♥♥♥ location (so you won't encounter pearl divers). If you want a big base with space for eggs and farming, that's probably your best bet. You can do the same in some cliffs on Scorched Earth.
