Kitsune is correct.

Key prices are affected by local currency and regions like the subcontinent(India, Pakistan) and Australia are considered the same region in relation to "Global keys", which is why you can buy them so cheaply.

I can't really tell how. However websites like G2A ( wooa is censored; I think to know why ) that are 100% sure offers all the games at a ridicolous price.

The only thing that I know is that Steam has commission and keep a big pieace of the cacke to host it, sponsor it and even offering a community place like this forum.

Devs haven't any free action without Steam's approval; even Ark's DLC require Steam to accept it

Ps: Didn't know that website was censored or outlaw here; probably it's a steam thing; however I think it's a proof. I let you imagine wich website im talking about it start with G and end A and there is a 2 in the middle
