Key prices are affected by local currency and regions like the subcontinent(India, Pakistan) and Australia are considered the same region in relation to "Global keys", which is why you can buy them so cheaply.
The only thing that I know is that Steam has commission and keep a big pieace of the cacke to host it, sponsor it and even offering a community place like this forum.
Devs haven't any free action without Steam's approval; even Ark's DLC require Steam to accept it
