How to Train Your Dragon Mod

Is there any possibility of someone creating a Mod with Dragons from How to Train Your Dragon in the movie?
I loved to fly with a NightFury, but apparently nobody created a mod of How to Train Your Dragon

Mods that use trademarked/copyrighted characters aren't allowed on the Steam Workshop.

Dreamworks Animation is not very likely to give consent to a mod maker to use any of their stuff, even for a fan mod for a game.

It would be a lot of work for a modder to model/animate/texture and then build the blueprints in the DevKit for the dragons from scratch, only to have the mod pulled by Valve the first time a Workshop moderator sees it.

Have you ever seem the L4D2 workshop? The so called 'workshop' moderators are non-existent, a boogeyman of sorts, if you will. There's little to no moderation on what the ♥♥♥♥ gets uploaded here. And yeah, I just necro'ed.
