Low level animals

We play Multiplayer Host. But all animals got 1-15 levels, its very rare we find animal with 20-30level. Maybe its have option when i can setting to spawn animal with high level 1-60 or more.

The maximum level things will spawn in the wild is based on difficulty (and some other hidden settings). As an example, most maps will have spawns up to level 150 outside of dungeons if you set difficulty to 1 with every other setting as default. IIRC the Island is the one exception, in which the max level outside of dungeons is 120 when difficulty is set to 1.

Keep in mind that setting the difficulty higher won't automatically boost the levels of the spawns around you, only new spawns will have the increase. To speed up the process, you can type the "destroywilddinos" command into the console (if you can use commands). This will remove all the current creatures spawned on the map, new ones will spawn in after a short period of time.
