You can only upload creatures to a similar server.
Need to talk to the owner of that cluster. Nothing any of us can do about it. If you are the owner, you can make sure up and downloading is enabled. If it is then as the owner you can either opt to have the timer vaporize them and then use admin commands to spawn in and tame replacements. But that's about it outside of reverting to an older save before the issue(risking other losses and issue too of course).
There is a bug with this as well in single player that pretty much can only be purged by deleting the saves unless you make lots of back ups and use one as mentioned in the previous paragraph for server wise.
As well as what Retsam says you can simply delete either the .arktribute or .arkprofile (don't remember which one it is so back up before trying) associated with your steam number to clear the transmitter. The game will recreate it on log in and you can spawn yourself new dinos or something.
Cant be similar. It has to be -exactly- the same in terms of settings, mods etc.
1. In the case of mods, if for example you're using classic flyers(which spawn flyers with a different spawn code) and trying to download them to another server, they wont(or worse disappear upon download.
2. If settings for health etc are different they wont download in many cases.
3. Also some creatures are map specific and or map transfer restricted(like WC has done with ab and ex in the past when trying to prevent influx at the start of those dlc released for a short time. This will prevent downloading.
4. PVE to PVE only. PVP to PVP only. PVPVE to PVPVE only. Primitive Plus to Primitive Plus only etc etc etc.
5. If there was an update between your upload and attempted download, that can corrupt or also prevent a download(rare but happens)
Can you at least redownload them --back-- to the original server? If so I recommend that until you figure out what's going on.
What specific dinos are you moving from what map to what map?
1. The only difference in mods is that one map has Primal Fear boss Expansion but the other doesn't. The dinos I am trying to transfer are not from the expansion.
2. All settings are same.
3. No idea about this.
4. PVP to PVP
5. No update.
Now I cant even re download them to where I uploaded them from.
Point 1= One having primal fear and the other not is enough to cause dinos to not work. Primal fear is an overhaul mod. Its possible that while it looks on the surface to be a dino not special to primal fear, some overhauls use different spawn codes and primal fear servers can have different dino stats etc. Basically for more simple terms of understanding. Server A and Server B are for the most part incompatible for transfering and let the user beware. Its a bit odd the owner has this clustered this way as well.
Point 2= This is completely not true. Primal Fear mod in itself alters stats significantly of many dinos and other settings. See point 1 again.
Point 3= This is what I am partially talking about in points 1 and 2. Some mods and maps spawn creatures with a different code. As an arbitrary(and not accurate just simplified for you) example, Island (default dino codes) has a spawn code of say dino_dilo_a. Using in a cheat command or admin spawn command or the server naturally spawning it loads that code, creates that creature and boom its off n running. Some mods or maps for example spawn creatures with different codes because of the maker's desire to overhaul or change the mechanics or AI or other things of a dino. So instead perhaps the code on a different map would be sa dino_dilo_c. No dino_dilo_a will spawn on that map. If you then attempt to transfer a dilo_c to a defaul spawn map/server/no mods or different mods and the code is not on that server, then there will be no ability to download dino_c to that map.
Another way to think on this is that you got a key to a door of one house but think that key works perfectly fine on another house and it doesnt because obviously its different.
Pimal fear overhaul mod's dinos, dinos spawn with different server stat setups(very common on overhauls) and more will this bork a transfer.
Point 4= Fine as long as it truly is pvp to pvp and not a mix of pvpve in there by mistake etc.
Point 5= Thats good then(if true as you must accept the word of the owner in that regard.

However with your latest mentioning that now you cannout download back to the original server the dinos that you tamed them from that means either:
A- The owner updated and the dinos are borked. You did state the owner changed the timers -after- you complained of the issue so thats enough to risk that issue and or the xfer is corrupted.
B- Corrupted as mentioned
C- Owner changed some other setting not mentioned in A and its causing the issue.
At this point, I would say you're out of luck on this and the dinos are toast unless the owner decides to spawn new ones for you. You mentioned before that he refused to do this though which seems a bit of a shame and may indicate to you that something else may be going on(ie owner isnt being forthcoming with info or some other reason they've "oh darn your dinos are stuck" ' d.
Just let it go and perhaps start considering if perhaps another server cluster may suit you better or just be much more cautious with this one in the future.

We had to de cluster the maps.
