The Aberration map itself won't be free / available for those that don't buy it.
I think the Aberration dev kit is supposed to be released this month.
The map is what you pay for in SE everything else they gave away. So the answer is Ragnarok nor any other Mods use the SE map just as when the dev kit gets updated, probably all abberation content will be in there with exception of the map (or atleast you'll be warned about using it).
This whole Scorched Earth is free has been done to death and is absolutely false.
you can add SE 'items' to any map, dont be hating on poor Ragnarock, it has enough problems already :P
first Scorched Earth was never "free" it was always, and still is, a payware "Expansion Pack"
the items FROM this expansion can be used by mods for any map by both modders AND/OR the devs (such as the "Expansion Map" Ragnarock)
so to answer the question you asked -
Aberration "Expansion Pack" will probably never be released for free, just like the Scorched Earth "Expansion Pack" never was.
but the items (assets) included in the "Expansion Pack" can and will likely be used by modders as soon as the dev kit is updated (this is the 'expansion' part as opposed to 'map' part designated on the store page), these mods will likely run the gambit of just adding tools, dino's and such to other maps to full on "Expansion Maps" that include those aberration items.
so even if you can use the items (via mods) you still wont get the full feel of the payware 'pack' without the map, which is not part of the sdk dev kit
